I've had the same problem,for the last 3 days , although now I've checked, the emails are accessible via outlook.com but not downloading to my Windows Livemail.  No changes made to my settings etc...which have worked for years.

I did get a security check when I tried to log into Outlook via the website - not sure if this has anything to do with it.
