This problem is happening with all browsers. Firefox, Chrome, Opera, Safari so this is clearly a policy problem not a user problem.

This was at first the only work around from a year ago.

Please update/complete your profile information to resolve your issue. To do this, please refer to the steps below:

1. Sign in to https://account.live.com 
2. Under Account Information, update/complete all information
3. Click Save

Please make it sure that profile in https://account.live.com matches all profile info in https://profile.live.com. 


Strangely enough this worked. I was finally able to get into one of my accounts temporarily I'm sure. Your verification system to recover my accounts are down and has been for well over a month. Never mind the fact your system has stopped recognizing secret answers a long time ago.

This Outlook (Hotmail) policy change is just ridiculous. First off you black out my Hotmail accounts. That I have been using since the Hotmail beta. Accounts I have been using as my primary accounts for well over 15 years. This is saying you have to sign in twice in order to access them for now? I can see this bizarre policy getting worst after this. I have been a loyal PC user since MS dos and 3.1. I don't understand why your doing this now. You said this change was because of security. I see this as your the problem and you can't or won't secure this accounts. As was suggested.  Last month when I tried to change the passwords and I couldn't. Mainly again because your verification page is down...
