pop accounts no longer working in live mail

My pop accounts in live mail no longer work, it happened about a week or so ago.  Accounts work if I go thru web access.

here is the error:
   The connection to the server has failed.

Port: 995
Secure(SSL): Yes
Socket Error: 10013

Did microsoft change something ?
