Question about Outlook Express

When I try to start Windows Live Mail an error messages appears on the screen which says:

"Windows Mail could not be started. The application was unable to open the Windows Live Mail message store. Your Windows Live Mail mailbox data is currently being used by another program, such as a virus scanner. Close the program or wait for it to complete its operation, then open Windows Live Mail again. (0x800C0155)

I'm not aware that my virus scanner is doing anything different from before and having waited a significant amount of time (to allow it to finish) I still can't start Live Mail. 

Can you advise me as to what this issue might be and how to resolve it please?

With captions - NOT TITLES,...and, for just that project, or all the time...

maybe a way to import that caption box and be able to retype narrative after pasting?

Oh, to get more lines on a Title Clip, just save what fits , and then edit as a caption!  u can fill the whole screen...

I cannot gain access ro Microsoft as it is showing my old e-mail address of *** Email address is removed for privacy *** This is now defunct and has been for over 2 years

My new e-mail is *** Email address is removed for privacy ***

Thought I had solved this when I actually managed to get this far - but when I went to download an app, it quoted my old address

How can I get rid of this and set up under my current e-mail address
