Question about Outlook Express

I am using windows live mail 2011 which came installed with my Windows 7 PC.

When I try to answer an email on a web page, windows live comes up as the only option.  Then my email response gets stuck in the outbox of live mail.  In order to send, I need to move to draft folder, then log into outlook, and send.

Is there a way of changing the default to outlook on web pages?  I do not see any outlook programs loaded in my default program list.
