Outlook Options mail tabs will not open

I'm trying to insert a signature in the "Outlook Option" but the Signitures tab does not open. The Spelling and Autocorrect tab will not open either.

I have a double software licence and both of these functions work on my new Windows 8 laptop but not on my Windows 7 desktop computer
