Two of my kids have android phones and when try to setup try their outlook accounts using the outlook.com app from google play store to the phones so they can get their email, calendar and contacts, I get this message

We are unable to sign you in

Sorry, you must be an adult to do this

I have not been able to figure out where I need to go and make the changes to allow this.
