nothing is blocking all the junk email–im getting3 &4 messages from the same sender every day

I block messages in my junk email--but i'm getting 3 & 4 messages from senders now and getting hundreds of junk email.  WHAT IS GOING ON AND HOW DO I STOP THIS.  ITS RIDICULOUS
