Outlook Live Mail does not work: Get message "not properly set up" though I get all mail forwarded from my gmail account, but cant send from @outlook. Have been working on this for days.

WLM does NOT show up in my add/remove programs, so I can't even delete ti to start over.

I've had responses, not of which works. Need to completely remove Windows Live and reinstall it, but HOW?
