my outlook is not receiving any emails for several days now. This has been happening frequently and after a week or so, all the missing emails arrive

For a couple of months now, my outlook has not been receiving emails regularly. It backs up for days and then all arrives at once, long after they were sent. I am able to send emails out. My settings are correct, nothing has been altered from my end. I would say that this started happening around the same time as the redesign of the new outlook. 
It was suggested by one of your agents that there could be a problem with the server at your end.
Coincidentally, around the same time, I started receiving notifications on my phone regarding my outlook, notifying me that it was unable to connect to my email address. Even though I had the notifications turned off on my phone, this kept popping up, sometimes every 10 minutes and waking me throughout the night. I eventually had to uninstall my email from my phone as no one was able to figure out the problem. I still don't have my email available on my phone......Not sure if this is related to this problem but I thought it might be helpful and I need to get my email working again. 
I have been picking up my email through rogers/yahoo.
