My hotmail is not allowing me to send emails on my lap top even after my verified it with my email!?

First off i verified my Hotmail so i can get my emails on my iPhone. I never had this problem before, now i did that step its telling me i have to wait 30 days before i can use my Hotmail on my phone or iPad!!!!! That to me is INSANE! I have a business and i am a student, as no point can i keep opening my lab top to check my email every 10 minutes of the hour. 

On the other hand, now i am using my computer and it wont let me send emails to anyone, it says it has been temporarily blocked. Yet i am able to sign back into my account and do other stuff but i just can send emails .... Then i verified that issue you guys sent me a text to my phone (which now cost me) and it didn't even work! 

I am so frustrated with outlook/Hotmail right now, somebody needs to help me or i am switching accounts.
