My hotmail has been hacked and blocked

After my phone was stolen this week, my hotmail has been hacked. I've contacted  Techonwire payed them $70 told them my information.I'm not sure but I think I've been scammed. Please help me recover my account. I've tried everything, now my account is blocked.
