Recently my Hotmail account has been hacked twice in a matter of a couple of weeks.  I've determined the hacker's email address is a microsoft address.  How do I notify microsoft about this?  What can be done about this hacker other than deleting my account?  It appears to me that when Microsoft changed the Hotmail to Outlook.com they either lowered the security or they are used people to do this that are also hackers.
