my email had stolen

Hi... my email **removed email for privacy** had stolen..I cant open it ? Somebody changed password and my phone number and security question.

I have tried many times (6xx) the validation process and gave accurate information as much as you can.

But all the times the answer was insufficient information.

My email: *** Email address is removed for privacy ***

What is the next step to recover my password?
