My account has been hacked and they changed my recovery email. I’ve regained access to my account but I can’t change the recovery email. What to do?

So few days ago my account is hacked and the hacker changed my password as well as the recovery email (the hacker changed it to his/her email). I regained access to my account but I can't change the recovery email 

"We have a waiting period for the updates to take effect. On 8/21/2013, we'll delete your old security info: *email address*"

The problem is I don't have access to that email address anymore. I have to change my recovery email ASAP because the hacker changed my password again this morning. I realized they can easily change my password if the recovery email is the hacker's email address that's why I need to change my recovery mail. Can someone please help me? Thankyou so much
