I too followed the same instruction with the same result.  Before 8/13 Windows 10 update, my Windows Live Mail was able to download my MSN (Outlook) account email and send new emails. Now, it cannot.  Thinking that the latest Windows 10 Update may have caused the probem, I uninstalled it, but Windows Live Mail continues to be unable to download or send MSN account messages   In May, I had received a warning email from Microsoft stating that this will happen beginning late June 2016. 

Is that the reason?
