Movie Maker won’t open AVI

I am running XP  SP3, and when I try to open an AVI file that plays in Windows Media Player, it says I need a codec. Gspot says the codec I need is 0x0055 MPEG-1 Layer 3. Where can I download it? Or is there another issue?
