For move rules to work on incoming mail, it's always advisable to end the rule with Stop processing more rules. This ensures that subsequent rules (i.e. lower down the list) don't negate its effect.

As regards these rules not working when you use Apply now, this is a long-standing bug. If you are checking on the From: header and the message header has both a Name and an Address, and you are checking for Address, the rule will not work if manually applied. It will work if automatically applied as the message downloads from the server. It will work if checking the Name. And it will work if the From: header in the message only contains Address but no Name.

To work around the bug, set up the rule to check for Name OR Address.

Stop processing more emails is not a choice in Windows Live Mail 2012.  All I can select is "from People" and then put in the email of the mail I wish to move to a certain folder.  The rule does not work, either manually or automatically.  I have been unable to get any mail rule to work.  And I can't use Windows 10 mail because it has so few features that it is almost unusable...certainly no rule ability.

How do I get the rules to work?
