Live mail 2012 could not display the attached Chinese file name on Windows 7 or Windows 8.1

I upgraded the live mail from 2011 to 2012 version (Build 16.4.3563.0918) on my Windows 7 and 8.1 recently.

Both platforms could not display the attached Chinese file name, but Outlook.com showed correct.

The Outlook.com displayed using utf-8 encoding.  The setting of utf-8 in the live mail 2012 did not provide any luck.

Please help!
