WINDOWS 8.1

If I try to mark an event as 'recurring' on say the 2nd Tuesday of every month (using the custom option) starting in November the subsequent month shows it occurring on the 2nd Monday in December and in each subsequent month.

Can anyone say why the first recurrence looses 1 day
