Windows 7 Professional, SP1

Hello,

Is Outlook, Windows Live Mail, or MSN's homepage currently experiencing an issue, (Aug 7 - 10, 2015) ?  This past weekend, I have encountered and continue to encounter the following:

~  Open browser - homepage MSN.com takes several tries and a very long time to load, (I am currently signed in).  Chrome asks me if I want to "wait" or "kill pages."

~  Open email - Outlook/Windows Live Mail/whatever it's called now takes several tries and a long time to do anything.

~  Trying to read email - each email either takes a long time to load, or I get one of the many error messages, ("this task cannot be completed," "There was a problem on our end," etc.

~  Trying to download a photo attachment - Starts to download and freezes almost immediately, "Network Error" displayed during download.  Downloading an attachment does not appear to be possible for me at this moment.

~  Replying to an email is possible, but takes forever and several tries to accomplish.

Other related info:

~  This behavior occurs in both Chrome and Internet Explorer.

~  Every other website I visit works fine, (YouTube, Google Plus, discussion forums, Ebay, etc.).

~  I searched these boards and found a suggestion to "Repair Windows Live Essentials," which I did, and saw no difference.

Anyone else experiencing similar events ?
