Incoming Email Issue

Hi 

I'm hoping someone could tell me how to resolve this error. I'm unable to receive email from a certain domain to my outlook.com account. The sender gets this error message back:

5.5.0 smtp; 510 RCPT rejected: hard delete, not in safe lists

If anyone can tell me what I need to do to get this error resolved it would be appreciated.
