i have windows 8 with the new outlook and i need to know how to get into the server settings

a Hotmail account has been created and I want a live mail account. The live mail account says the messages are not synchronized and will not receive incoming emails.I need to know how to get back to the settings so I can put pop as incoming sever rather than imap
