I have reset my password for hotmail.com again. I read all the info at “answers” web site re opening email account but still don’t have an answer.

I am trying to open my hotmail email account in Outlook.com or hotmail.com. I am a dial up client. I have reset my password twice and still can't get in to my hotmail acc. I need those emails!!!!!!!!! Please someone help me!!!!
