I have a working webcam, but for the past couple days, it says messenger can’t connect because my cam is being used elsewhere. How do I get my cam ro work again in messenger ?

My cam is turned off, but when I try to turn it on/open it in messenger, I get the message that it's being used elsewhere.  It's not on or being used any other place, but I can't use it now in messenger...
