I have a file that starts with the symbol ~ and ends with eml and I can’t delete even after I open file location is there anyone who can help I am running Windows 7

I have a file that starts with the symbol ~ and ends in eml and I can't delete it and I tried opening file location and still can't delete it, does anyone have a suggestion thank you
