I have a deleted email and i need it to be available for me to create it as new email

I have a deleted email and i need it to be available for me to create it as new email..

I no longer have access to this email and it already deleted " i didnt access my email for more than 270 days"

My PSN ID "playstation ID" is my email just like that "####@hotmail.com"

so I really need it back is there a way it will be available for me to create it again..

Im hopeless here guys so please help me out
