If I go into the account settings, then select "Close Account" at https://account.live.com/CloseAccount.aspx, enter my password and hit Next, I get this:
Close your Microsoft account
To close (account name removed)
- You need to cancel any paid services or Microsoft Points account associated with your Microsoft account.
- You need to deactivate your Hotmail account. Once you've done that, your Microsoft account will be closed automatically after a period of inactivity.
If I click on the "Cancel" link, I get this:
No billing information available
We couldn't find billing information associated with this account.
Did you know…
Your Microsoft account can be used for more than just email messages? You can also use your Microsoft account to purchase services and goods through a number of Microsoft marketplaces, such as Xbox LIVE and the Windows Store. To take advantage of this
convenient payment option, just purchase an app or buy a subscription through any Microsoft marketplace, then you can manage your transactions with the same account that you already use today to access all of your Microsoft services!

If I click on the "Deactivate" link, I get this:
Deactivate your Outlook account
To close your Outlook account, you must first cancel your billing service. Go to Microsoft Account and Billing Services at https://billing.microsoft.com.
This is a free Hotmail account. There is no billing, no accounting, no paid services, nothing. But this account has been hacked in the past and I'm trying to close it before it gets hacked again.
Microsoft techs, just close the damn account, please! I don't want it anymore. I have a live.ca account that I use instead.
For security reasons, I will give you the actual account name once I hear from you.
Thank you.
