I cannot get the new button to allow me to send an email, nor will it allow me to reply to anyone either. What can I do to correct this

I cannot get the NEW button to allow me to send a new email, nor will it allow me to REPLY to anyone. Everything else appears to be working correctly. What can I do to correct this.
