i can receive emails but not send them, my settings are correct, what can i do?

Today i can receive emails(hotmail account) but not send them, i have checked all settings and they are correct.
I also can only get emails received up from the last 2 weeks
i am using a macbook pro and have been on the phone to apple and they have checked everything and they have said all is ok and have advised me to post here
