I am trying to change my sign in password to Windows 10 but I can not get it via email or via telephone call – never sent. I get a ring and then when I answer dial tone.

I am trying to change my sign in password to Windows 10, but I can not get the password via email (never sent) or via telephone call (I get a ring and then when I answer I get disconnected). 

This has nothing to do with Live Mail but the only choice with "Windows". -a rather select community?
