I would like to know HOW TO SYNC WLM CONTACTS OFFLINE WITH ONLINE OR SIGNED OUT WITH SIGNED IN?

I have over a hundred contacts in WLM that show when I am not Signed In to My Microsoft Account, but do not show when I am Signed In while still in WLM.  They also do not show when I use My Email through my browser when Signed In to Microsoft Outlook Live.  How do I synchronize the two lists?
