How to prevent users of Windows 7 from setting up new email accounts in Windows Live Mail

Hello,

I would like to know if there is any way to prevent limited account users of Windows 7 from setting up new email accouns in Windows Live Mail.

I assume there might be some changes to do in the registry keys but what changes?....
