On my Windows 7 laptop I was able to run Windows Live Photo Gallery 2009 version without any trouble at all. I find it to be the best version as I can run photo slideshows instantly and control the slideshow speed and have the "pan and zoom" feature working.

Newer versions of this software stripped away these features to an extent so i have always kept this version on my PCs.

I was trying to install this on my Windows 10 PC but when I choose to open any JPEG using this program I get an error message pop-up saying that it "requires elevation".
