How do I report outlook not working for the past 3 hours?

1) Try to send an email and get; Sorry, Outlook wasn't able to complete this request.
2) Try to move or delete an email, or open a draft and get; Sorry, something went wrong. Please try again or refresh the page.  If you keep receiving this message, go to Service status to see if there's a problem with Outlook.
3) Go to Service Status and it says nothing is wrong.
