How do i change my language and default language for my domain?

Some time ago (about 3 years) i just tried Spanish for my PC just to learn it better. I failed and for now i'm using English interface. Also i know Russian.

When i sign up to mail.live.com - it's Spanish and it's no way to change language.
When i add domain on domains.live.com - it's all in Spanish and it's no way to change language.
When i create new accounts on my domain - again it's all Spanish!!

Is it so hard to give an opportunity to switch language? I really need English at least!
