Hotmail on Android not synching on my Samsung Galaxy Grand (android jelly bean) - tried both EAS per the settings mentioned on Microsoft website (of 1500+ contacts only 72 are being reflected) and Hotmail app of MS & SEVEN (1000 of 1500 contacts refelcting).

Also I am not able to update contacts on my mobile device (2-way synch issue?).

Also I see a windows live account but the synch option is disabled and it shows the only connected service is One Note - However, on the same phone I have accounts of hotmail, Live mail and skydrive seperately showing.
