My hotmail account has been repeatedly hacked.  I have managed to track the ip address of the person who is doing this.  The person is known to me.  Is this a chargable crime?  Can I call the authorities and have this person charged with entering my email accounts?   Please advise about the proper way of handling this.  I have the ip address of the hacker.
