Original title: Server Error 0x80191002

I use Windows Live Mail 2012 Build 164.3528.003 with Windows 7.  I continually suffer problems trying to download and send e-mails getting the Server Error message 0x8019002.  This has been going on for a year.  It may may go away to reappear months later.  This last bout has been going on for about 2 weeks and has nothing to do with my home link - it also happens when I use WiFi from, e.g. a hotel room.

I believe I have the latest version of Windows Live Mail.  Some times rebooting my computer helps - messages stuck in the outbox then go but today nothing will down load.

Does anyone know why this is happening.  I have been using my current e-mail address for 7 years which is why I am reluctant to change it.
