Is there a limit on file attachment sizes in Hotmail.com when sent from a child's account?

 

The problem was first discovered while trying to send an e-mail using Hotmail (now Outlook.com I guess) with a .jpg attachment from the Windows 8 Mail app on a user account with Family Safety turned on (child's account).  The message would not send and said to contact the provider (haven't figured out how to do that, except via this community).

 

Troubleshooting led to going to the Hotmail/outlook website and composing messages via this interface.  This worked for .jpg files up to around 4mb.  When attempting to attach larger files, an error occurred in the uploading.

 

Further troubleshooting commenced and I was able to successfully attach larger files to this same Hotmail account when accessed via both an administrator account on the Windows 8 PC (I added the child's account info to my mail app and was able to attach larger files) and from a Windows 7 PC (vice Windows 8).

 

Is there a setting somewhere that needs adjustment on the child's user account so that she can send larger .jpg files?  Or, have I discovered an inherent limitation in the Windows 8 operating system?
