There are always an extra few frames appearing at the beginning and end of clips that I've split when I render out a movie form Movie Maker. It's like the split function isn't working correctly at all.

I've made sure the clips are being split exactly on the correct frame. The source file is an mp4 file, which is supported officially by Movie Maker. The extra frames do not appear in playback when I'm editing,  but no matter my render settings it will never show as it does when playing back in the editor, the clips are always at least .3 or so seconds longer than they're shown to be, screwing up the entire video.

I'm using Windows 10, with the latest video card drivers, system updates and version of Movie Maker. Please help.
