I am running the Version 2013 (Build 17.0.2011.0627) of the SkyDrive client on Windows 8 with all recommended & required updates.  The SkyDrive app has been reporting an endless "Processing changes" loop for weeks.  I've tried uninstalling & reinstalling the app.  All folders show a green "synced" status and it appears the folders have the latest content.
