email with recipient and cc and I want to bring that blank email up and add a file to it. now i have to select all of the above address

I am usingwindow 10 and windows live as an email program I want to add a blank email form with contact and cc an then i want to attach a file to this email and then i want to that email form back up and do not want to select the cc fields every time
