Is there a way for me to get in contact with hotmail via email?

My email is blocked and it requires for me to get a security code via an email address and mobile . unfortunately my mobile cannot receive messages from the internet anymore as someone has taken abuse. perhaps if i am able to fill the security questionair?

How can i get in contact with hotmail to do this?
