I am continuing to receive error code 0x800ccc19. I have tried a number of suggestions including extending the wait time by the server. It now states that it has 240 seconds rather than the normal 60 seconds. I am running Win 7 with WLM 2012. I have examined my anti virus (eSet)  for email scanning options but continue to get the usual error code. Eventually, after waiting patiently today's stored messages are downloaded. I find that if I try webmail during this waiting period it usually doesn't work either. Once WLM does the message download webmail will also work. I have changed the port numbers a few times and unclicked the SSL options depending on the port choices without any success with the timeouts. I'm ready to try anything new.
