Question about Outlook Express

Unable to receive emails. 

two days ago a pop up came up and said my messages were being placed in a POP folder because another program was trying to delete or something, now I am not receiving emails at all, no longer getting the pop up window. 

I am told I can send emails, they have been received.

I have 3 different email accounts on Outlook.com. Can I set up a different signature for each?

getting error when i sign  in my account which is *** Email address is removed for privacy ***,the error is Your messages are in your POP folder! Some other program is set to download and delete your messages from Outlook. Just in case this was an accident, we've put them in a special POP folder. Not an accident? Change settings, plz suggest me what is the problem with my account..? and what's the exact resolution for this problem...?

Ok, I've hovered over the 'To:', my list doesn't come up. I've gone to 'People' and little grey dots circle around and around, still no contact list. Help.
