Question about Outlook Express

I purchased a Samsung Galaxy, and after adding my other Hotmail account to it, I was having trouble using the account on my laptop. So, I deleted it from my device and when I went back to my laptop, I could no longer send or receive messages.

It will still let me log in to the email account and see old messages, but when I try to send out a new message it just says "sending" forever and never sends.  When I tried to send myself a message from another account, it is not receiving either.

How do I tell if I deleted the account by mistake?

Please help.

Hello, the passowrd to my hotmail account has been changed 3 times over the last three days, i have no idea what is going on. There does not appear to any changes in my account but as you can imagine this is very worrying. Yesterday i even changed my security questions. The changes usually happen after office hours. Can you advice.
