Question about Outlook Express

I have the following code:

    memset(&sei, 0, sizeof(sei));
    sei.lpVerb = L"runas";
    sei.cbSize = sizeof(sei);
    sei.lpFile = L"C:\\windows\\system32\\osk.exe";
    sei.lpParameters = L"";
    sei.nShow = SW_SHOW;
    sei.fMask = SEE_MASK_NOCLOSEPROCESS;


    HANDLE hProcess = ShellExecuteEx(&sei) ? sei.hProcess : 0;

the problem is that hProcess has a process handle which is different from actual on-screen keyboard process. How can I get the right one?

                     I have informed you that  my Sound Card device in motherboard cannot work. I buy external Sound Card named "PCI SOUNDCARD ". In this got in CD. The company of Sound Card is ENTER. I cannot install it. I didn't know how to install it. So,what can i do for it. My name is Abhinav Gera. I am 14 years old. I love play games on computer but without any audio device i cannot perform games to play. In my computer Window 7 with upgraded. So, Please help Respected Sir/Madam.Please tell me its very urgent. My computer had 6 years above with me. Please help to install the driver of audio device with CD.
