I am operating Windows 10 & Windows Live Mail 2012, but the email program stops working shortly after I open it & will not allow email to come in or go out. How do I correct it?

I am running windows 7, 64 bit and IE11. Windows live mail is not working due to these errors: windows live mail unable to send or receive messages for my account, server error 3209, and windows live mail error id 0x8DE00005. I went to windows essentials and I saw that windows live mail 2011 is not supported anymore which is what I had. I downloaded to change to windows live mail 2012, I even signed an agreement and it's still not working which is very fustrating. I can't even forward email. I use to get a prompt to sign in but, not anymore. Just to let you know, I am not computer savvy. Can you help me, Please?
Thank You,
Pamela

We use Windows Live Mail 2012 on W7 and have 3 email accounts, but many times accidentally send emails from the wrong account.
Is there any way to launch WLM to open into a specific account (not necessarily the "default" account), and if possible maybe only show that account to help prevent this problem?
