Question about Outlook Express

Original title: cannot send emails

I have just come on holiday to Germany and though my o2 email was going out ok  now 2 days later it is not, coming in ok though.

I get this error message Error 0x800CCC0E   connect to server error 10060  I have followed  o2 settings wont work on iPad either fd up what can I do please

I currently have Windows Live Mail 2011. I was thinking of upgrading to a newer version. First, what is the latest version of Windows Live Mail and secondly, if I upgrade to this version will I lose all my contact information I currently have. Do I have to uninstall Essentials before I upgrade and then install the newer version

Original Title - can not send attachment

Window Live mail sometimes does not allow to send attachment, they go to my Outbox,the email recipients address is typed each attempt, the attachment are Word, and Window Photo viewer1, or  2 or atachments. I even try to send by one only or one email at a time. The person  also send an email and it bounced back, even though she has the same one before.

the same occurs if I tried to send by gmail , but successfully by Outlook.com

what is going on?

I have just started using Windows Live Mail. 

The mail options button does not do anything. That is, when I click options, then mail the dialogue box does not open. I cannot access set up signatures or the spell check settings etc

I have also tried control shift o. 

I have tried repair via the control panel and uninstalled and re-installed.

At the end of my tether.  Help would be appreciated.

I have Windows 8.1. 

I want to download Microsoft Windows Live Mail from the Microsoft website, but I cannot find where I can download it.

I can find it on third party sites, but I don't know which ones I can trust.

My Contacts in WLM has untold duplicate entries for whatever reasons, but I CAN'T DELETE THEM!

 Messages (10 pages worth) go back to 2012 in the "Community", but there are no no useful answers.  THey all want to blame Skype, whatever that is.

So I have to move to some other email service, but WLM also doesn't let me save my Special Folders, in which I've stored valuable emails for years.  Any suggestions?

My e-mail contact list has been reversed to an old one all of a sudden.  The contacts are the same as the ones I can find on  people.live.com

How can I get back to my e-mail contacts.

I used Windows 7 and Windows live Essentials and IE 11.

I had set up an auto forward email 3 years back to an email address which is not valid .

I had seldom used this account. Recently Microsoft updated their email software & it is constantly sending notices
